Everyone deserves a safe, comfortable place to call home. EOAC’s Energy Assistance programs provide short-term help with utility bills and long-term solutions that make homes more energy-efficient. Together, these services ease the strain on family budgets while keeping households safe year-round.

Keeping the lights on, staying warm in the winter, and cool in the summer shouldn’t be out of reach. EOAC’s Energy Assistance programs provide immediate relief when bills pile up — and long-term savings through weatherization upgrades. Families can breathe easier knowing their homes are safer, more comfortable, and more affordable for the future.

Utility Assistance
(Help with Bills)

When utility costs become difficult to manage, families can face shutoffs, unsafe conditions, and increased stress. EOAC’s Utility Assistance program, also known as the Comprehensive Energy Assistance Program (CEAP), steps in to help cover energy costs during difficult times. 

  • Assistance with current or past-due utility bills
  • Protection against shut-offs in extreme weather conditions
  • Education materials to help families manage household energy use
  • Connections to additional EOAC or community resources when other needs are identified.
  • Applicant must be a resident of McLennan, Bosque, Freestone, Limestone, Hill, Falls, Ellis, or Navarro counties
  • Household must be at or below 150% of the Federal Income Guidelines (click for income table)
  • Support designed to help families get back on stable footing
For many families, this program provides breathing room when it’s needed most, ensuring homes stay safe, lights stay on, and families can focus on their well-being instead of mounting bills.

How to Apply
Utility Assistance

Gather the required documents. (applications will not be processed without the required documents listed)

  • Completed application for the current program year. Applications and supporting documents can be mailed, faxed, or dropped off. Applications are not accepted via email.
  • Citizenship or Immigration Status documentation for each member of the household, including:
    • Passport
    • Birth Certificate issued by the State Bureau of Vital Statistics.
    • Certificate of Naturalization or U.S. Citizenship.
    • American Indian or Alaska Native Tribal enrollment or membership card with photo
  • Proof of Identity for each member of the household 18 years of age and older
    • Driver’s license or state-issued ID
  • Proof of any type of income received in the past 30 days for all household members 18 years of age and older
    • Employment wages (all check stubs for weekly, bi-weekly or monthly wages for the last 30 days.
    • Self-Employment income and expense receipts for last 30 days.
    • Social Security / Supplemental Security Income (SSI) award letter for current year (bank statements will not be accepted)
    • Unemployment benefit or workers compensation statement of benefits.
    • Private Pension Documents for current year
    • VA Retirement / Disability for current year
    • Any other income received in the last 30 days
  • Current utility bills for electric and gas (front and back)

Weatherization
(Home Energy Efficiency)

High energy bills don’t just happen overnight — often, homes leak heat in the winter and lose cool air in the summer. EOAC’s Weatherization Assistance Program helps families reduce those costs while improving safety and comfort.

The safety and well-being of the families we serve is our highest priority. This program performs minor repairs to homes to prevent air from escaping or entering, helping families maintain a more comfortable temperature indoors and save money on energy bills.

What the Program May Include

  • Free energy audits to identify areas where homes are losing efficiency
  • Installation of insulation, caulking, and air sealing to reduce drafts
  • Repair or replacement of heating and cooling equipment (if low efficiency)
  • Safety checks for carbon monoxide, gas leaks, and ventilation issues
  • Repair of doors and windows, including broken glass or loose panes
  • Weather-stripping around doors and attic hatches
  • Patching of holes in walls, floors, or ceilings
  • Wrapping of exposed water pipes

 Important to Know

  • The Weatherization Assistance Program is not a rehabilitation program and does not address the appearance of your house (painting, new carpet, storm doors, etc.).
  • Each home is assessed individually. The work done depends on the condition of the home, its energy usage, and program guidelines set by the Texas Department of Housing and Community Affairs (TDHCA).The initial assessment does not guarantee eligibility or specific services.
  • If funds are available, EOAC may assist with gas leak repairs and gas water heater repairs.

Gather the required documents.

In addition to the application, you must provide the following:

    • Income for the last 30 days for all household members age 18 and older.
    • If there is no income, a Declaration of Income Form must be completed and notarized.
    • We do not accept bank statements or SNAP/Medicaid benefit letters as proof of income.
    • For self-employed individuals, please complete the Self-Employment Form (contact our office if you need a copy mailed).
    • Proof of Income: See Guidelines.
  • Utility Bills
    • Copy of your electric and gas bill.
    • If you use propane, provide the latest statement.
  • Citizenship/Identity Documentation
    • Certified birth certificate for all household members.
    • Government-issued photo ID for all household members age 18 and older.
    • Proof of Citizenship/Identity document
  • Renters Only
    • Renters must have their landlord complete the Landlord Form
    • This form must be returned with your application in order to process it.
