Last night, the EOAC Board of Directors approved our 2026–2029 Strategic Plan, marking the beginning of an important new chapter for our organization.
Nearly 60 years after EOAC began serving families across the Heart of Texas, this plan gives us greater clarity about what connects all of our work, where we are going over the next three years, and the kind of organization we want to become.
The plan was developed through a thoughtful process that included review of community and agency data, staff feedback, leadership planning, Board discussion, and continued refinement. Board input also directly strengthened the final plan, including greater attention to financial resilience, rural engagement, public awareness, and the language of our new vision.
At the center of it all is one idea:
Moving Families Forward.
One Organization, One Shared Purpose
EOAC operates important programs that families know and trust, including Head Start and Early Head Start, Energy Assistance, Weatherization, EmpowerU, and other Community Programs.
Each program addresses a real need. But families rarely experience challenges one at a time.
A utility crisis may be connected to unstable income. A parent’s ability to work may depend on access to childcare. Housing conditions can affect a family’s health and finances. Education, transportation, employment, and other pressures may all be affecting the same household at once.
Our strategic plan recognizes that reality.
The next step for EOAC is not simply to operate strong individual programs. It is to make those programs work together more effectively around the needs and goals of families.
As the plan states, our work has always been about helping families move forward. The next three years are about doing that work with greater clarity, coordination, and consistency.
A New Mission and Vision
The Board’s approval also formally establishes a new mission for EOAC:
EOAC moves families forward by connecting them to opportunities that build lasting stability.
The word opportunities is intentional. EOAC’s role goes beyond providing assistance. Opportunity might mean early learning for a child, education or career training for a parent, a safer and more affordable home, support during a crisis, comprehensive case management, or a connection to another trusted community resource.
And while immediate assistance remains an important part of our work, our ultimate goal is greater stability for the families we serve.
Our new vision describes the future we are working toward:
Every family thriving.
Thriving looks different for every family. It is not about every household following the same path. It is about families having meaningful opportunities to become stronger, more stable, and better positioned for what comes next.
These changes do not leave EOAC’s history behind. They build on it. The compassion, dignity, and commitment to helping people overcome poverty that have defined EOAC for decades remain at the heart of who we are. The new language gives us a clearer way to carry that purpose into our next chapter.
How We Will Do the Work
Four values will guide the way EOAC carries out this mission.
Put People First. We see the whole person, listen to families, support one another, and make decisions with real people in mind.
Act With Integrity. We honor the trust families, funders, partners, and our community place in us through honesty, accountability, and responsible stewardship.
Work Together. We recognize that no single program can address poverty alone and that EOAC is strongest when our programs, departments, and partners are connected.
Focus on Results. We will measure success not simply by whether a service was delivered, but by whether our work helped children and families make meaningful progress.
What Will Be Different?
Perhaps the most significant shift in the plan is our commitment to organize our work around families rather than expecting families to organize themselves around our programs.
Over the next three years, EOAC will work toward a stronger No Wrong Door approach. Wherever a family first connects with EOAC, we want that interaction to lead to the right next step. Families should experience one connected organization with clearer entry points, stronger referrals, better coordination, and fewer disconnected handoffs.
We will also work toward becoming the Best Place for Working Families, recognizing that the employees who care for EOAC families are also caring for families of their own. Our plan calls for stronger leadership, clearer expectations, improved onboarding and training, updated policies, and a more intentional employee experience that supports a stable and engaged workforce.
And we will launch a broader Early Learning Access Initiative that builds on EOAC’s decades of expertise in Head Start and Early Head Start. This initiative will reach beyond our own classrooms to bring together school districts, childcare providers, employers, United Way, and other community partners around childcare access, provider coordination, workforce development, data, and stronger early learning opportunities for children and families.
Five Priorities for the Next Three Years
The full strategic plan organizes our work around five areas:
- Early Childhood & Childcare Access
- Family Stability & Economic Mobility
- People & Culture
- Integrated Operations, Finance & Infrastructure
- Public Identity, Partnerships & Community Engagement
These priorities reach across the entire organization. They include strengthening Head Start classrooms and child outcomes, improving comprehensive case management, expanding economic mobility pathways, supporting our employees, improving technology and facilities, strengthening financial resilience, increasing rural engagement, building community partnerships, and helping more people understand who EOAC is and how to connect with us.
Our goal is for EOAC to become more coordinated, responsive, and effective while remaining deeply rooted in the communities and families we serve.
From Plan to Action
Board approval is an important milestone, but it is not the finish line.
The strategic plan establishes our direction. The work now moves into implementation.
Departmental plans will translate these strategies into annual goals, responsibilities, timelines, measures, and action steps. We will track progress, learn from what works, make adjustments when necessary, and hold ourselves accountable for results.
Some changes will be visible quickly. Others will take all three years, new resources, and strong partnerships to accomplish.
But we know where we are headed.
For nearly 60 years, EOAC has been present at important moments in the lives of families across the Heart of Texas. This plan challenges us to connect those moments more intentionally, strengthen the organization behind them, and remain focused on what ultimately matters.
