Community Action Agencies were created to expand opportunity and help individuals and families build greater economic stability. EOAC is proud to be part of this national network while responding to the unique needs of families across the Heart of Texas. There are over 1,000 CAAs nationwide serving nearly every county in the U.S.. EOAC is proud to be part of a national network of community action agencies (CAAs). EOAC is a member of The Community Action Partnership (national association) and the Texas Association of Community Action Agencies (state network).

History of Community Action

Born in the wake of the Civil Rights Movement and enacted as part of the Economic Opportunity Act of 1964, a network of more than 1,000 community action agencies emerged across the country with the purpose of eliminating poverty in local communities.

Each agency is designed to meet the specific needs related to poverty within the community it serves. Upon its inception in 1966, EOAC founders moved beyond simply providing assistance and integrated the community-based approach we continue evolving today that honors people where they are, supports them in realizing the life they dream, and cultivates a Heart of Texas community where everyone thrives. 

Today, EOAC continues that legacy by meeting families where they are, connecting them to opportunities and support, and helping them move toward lasting stability.

What do Community Action Agencies Do?

Community Action Agencies are uniquely positioned to respond to local needs. Each agency designs programs that meet the specific challenges faced by their communities.
